To me, Steve Harris is all about a Fender P with flatwounds coupled with his heavy slappy RH finger technique, the amp isn't that important. Any amp that isn't too modern and shiny sounding should do it. A little bit of hair is good, but not too much. Solid state is fine too. I used to nail this sound with an old late 70's Peavey head and 2x15. There isn't too much treble in his sound. All the thwack is mids. Think bark, not bite. And a P-bass is essential IMHO. You can get close without flats, but don't use shiny new stainless strings. Use the crusty stings that came with the bass you bought at the flea market, that you put aside just in case.
And if you do want to buy some flats, I'm pretty sure Harris used Rotosound Jazz flats. These are what Roger Waters used, and he has a great barky P sound too.
