I ment a tweak where treble and presence is moved to different directions resulting a high/mid peaking cut/boost type rather than shelving kind.
Is it correct to say that an overdrive (for example greenscreamer) is just special Studio EQ and I can get similar results with it?
Or does it add something to the signal too (not boosting)?

The green scream certainly adds distortion, boosts the signal, and applies a certain EQ curve.
So you cannot expect to get similar results with a studio EQ.

I think it's related to the fact that 0.0 could actually mean 0.04 etc. Which is just confusing. But that goes for all parameters and is reported elsewhere.
In the scenario you described, you'd have to nudge the knob clockwise a minuscule amount, theoretically, in order to achieve that 0.04 setting before it registers as 0.1, as I'm sure you'd agree, musicmad. The reading of "0" would indeed in this case be inaccurate.
As I understand it 'though, if you turn the knob counter-clockwise even that tiny amount past the point where it reads zero, the parameter's true value will be zero, and many have reported that the Pure Cab™ algorithm is still faintly-audible at this setting.

Oh it's not theoretical at all. We face it almost every day when we see things like -0.0, <0.0>, +0.0 in the display. Also it's not possible to sync two tremolos manually due to this (unless you count in beats of course).

The point was that, practically-speaking, when you turn the knob counter-clockwise "past 0", there's no "-0.0" possibility 'cause the parameter range in this case doesn't cover negative values. Any reasonably-paced left turn past the zero point should therefore result in a "true" value of 0.0, and it's at this point that folks say the Pure Cab™ algorithm is still audible.
