Dave Friedman’s view of kemper.....

  • "Hot-rodded", "modified", "tweaked", etc. There are nuances and characteristics that separate them. What bugs Mr Friedman is the Kemper's stated purpose of replicating the source tone. It's not so much "we took X, and did Y & Z to it", it's "we took X".

And so far as I've seen, amp makers aren't chasing each other over who is stealing what. Peavey isn't chasing Bugera (Behringer) for basically making cheaper Chinese clones of their amps, and doing so respectably well, etc. It's also worth mentioning that Friedman isn't chasing Kemper over profiles, even if his statement of it being "like piracy" is probably more reflective of his distaste than some foundational legal charge.
