It's not perfect I think, but quite similar.
I can not replicate my TC Electronics dynamic delay, but after years of tweaking i have learned to like the Kemper delay!

I feel like a flange effect would make it exactly the same. But I'm unaware how to make the delay have flange without affecting the dry signal.

Yeah the way I know it is the main tone is the dry signal and the effect is the wet signal. I only want the effect on the repeats (wet signal) and thanks for the tip 
Try Putting a flanger after the delay and setting the Delay the mix of the flanger to a relatively low level. This will let some dry signal through the flanger so should keep some of the clarity of the main guitar while flanging the delay repeats. It isn't quite what you want to achieve but might be close enough.
Just had another thought which seems to work quite well. Try the flanger ideas with the ducking control set to a + number. That will duck the flanger out of the way on the initial attack but let it fade back in as the note decays.
