Kemper have stated since outset of the project that RM3 will not run on Windows 7.

Will Rig Manager 3.0 work under Windows 7? Or should I buy another Windows and reinstall whole system only because of Rig Manager?
No, it will not work under Windows 7. And you don't need to buy another windows nor install whole system. There is a post in this Forum with a link to a free update to Windows 10.

At those who also had an issue with syncing performances between the Kemper and Rig Manager:
I had created a new performance in Rig Mgr. Whenever I loaded this performance in the Kemper, the Kemper crashed. I suspect that it was this performance, which created the sync issue between the Kemper and Rig Manager. I have now deleted this (corrupt) performance on the Kemper and Kemper and Rig Manager now run smoothly.

Cubase 10 was released nearly a year ago. Not less than 60 days before Win7 reaches end of life.

I’m glad I’m not the only one: latest OS 7.1.7 and the RM 3 beta. RM seems to begin to open up then nothing. Hoping for the solution.

Yeah I had the same issue. RM 3, Kemper OS 7.1.7, Mac OS 10.12.6. As soon as I hooked the Kemper to the computer RM tried to sync and crashed instantly.
I did a system reset, tried again. At first it looked as is was going to sync but then it crashed and kept crashing ever since. Back to square one. Doesn't work.
I am running Mac OS 10.12.6 as well..., I wonder if that is the issue?

No. I updated my Mac to OS Catalina 10.15.1 and stared the process all over again : updating RM and the KPA.
No success. Sigh....

Rig Manager says you need, at least, firmware 7.1.6 in your Kemper.
I see 7.1.7 beta and, in "older firmware versions", 7.1.5. I can't find 7.1.6.
Any help on this?

Can you guys be more specific what you mean when you say it crashes? Did the program quit/shut down, or did it just sit there saying it was trying to sync but no progress?
I am on Mac using OS 10.13.6 When I first downloaded Rig Manager and plugged in my Kemper with USB it tried to sync and just sat there not updating any synced rigs. I just unplugged the USB cable from my Mac and the plugged it back in and the sync worked very quickly, no issues since.I always start my Mac first, then start Rig Manager and THEN plug Kemper into my Mac.
Also try a different USB cable and make sure you are using the correct USB out on the Kemper .

The process initiates and runs up to 420 rigs synced and then Rig Manager just closes and Mac asks "Ignore or send" etc then whenever you load rig Manager it bombs out immediately... that's all, I hope it makes sense. I reverted back to previous OS on Kemper and loaded previous Rig Manager and then all is well so I don't think it is usb cable or such..., thank u

The flat UI on Windows 10 looks suspiciously familiar.
I've heard rumors that they just filed off the serial numbers on Win 3.1 and re-released it as 10. They're a west coast company after all, and recycling is all the rage these days.
