I didn't find this in the manual so in Rig Manager, there are the local libraries where you can save profiles. On a windows OS computer, where are the files actually located? Can I go to a folder to save, move, remove, etc the files? Or are they in a container where you can't see the individual presets/rigs/cabs?

You can't organise / rearrange / remove them safely other than in RM, mate, so it's best to let the app take care of this. This is why there's no mention of it in the manual.
You could always create your own folder hierarchy that reflects the one you've created in RM into which you drag Rigs from the app for an additional backup. Honestly 'though, RM's built-in backup facility has been flawless both for me and everyone else through the years AFAIK.
In fact, I've not heard of a single instance in which it hasn't 100% restored the content as it was when last saved. This is great news 'cause it means that a full, reliable backup is never more than a couple 'o clicks away.

Yes, you can!
That's how I recently fixed my folders because latest RM doesn't want to rename folders for me. Of course, I don't recommend doing it, if you are not sure what you are actually doing. Or at least make backup first and don't touch sqlite databases or change folder structure while RM is running.

This says it all. Like Monkey_Man said, use Rig Manager, or copy out of it to Windows folders, instead.
