Some of the Rig Packs I know I won't use is there way to delete these in the software?
Also is there a way to save all effects on a profile as one preset? So I can load it on another without having to do it all one by one?
Is there a way to delete packs Rig Manager? Saving all FX?

For rig packs - I'm not aware of any way to hide those. I just leave that folder closed. Unless you add them to your library, they take up zero drive space.
As for saving multiple effects, two methods:
1. Lock those areas. Either the entire section (Stomps, Stack, Effects), or individual slots. When you switch rigs, these won't change. You can then save the new rig as something else. You can then go back and unlock if you like.2. You can't do this inside Rig Manager - Press and hold the section you want as a 'preset'. It'll ask to save it. Name it, save it....done.
It will appear in Rig Manager - but you can't apply it in RM. (At least, not yet or that I've found.) You have to do it on the physical unit. -

It is such a useful feature on the Toaster and Rack it seems mad to have removed it from Stage and RM.
