They are highlighted, but nothing happens when I click on them.
I am thinking it must be some setting in Adobe Reader I need to activate?
I have been looking through the Adobe settings, but not having any success.

I've carefully tested all the links before sending the current version.
In order to read .pdf docs I use Foxit Reader, a program which runs under Win and is ten times smaller and faster to load than AR. It's furthermore not invasive (Windows registry is not touched) and a breeze to uninstall (uninstalling AR always leaves some garbage in the registry. I made a registry clean after uninstalling it and there were tenth of voices left).
If you're under Win, I'd strongly advice you to try it: you can test it w/o having to remove AR. Then, if you have no need for some possible AR function, happily uninstall it
I'm afraid I can't give you specific advises about AR settings. Possibly some safety option prevents you to join links.
Could you tell me whether clicking over the page ## in the TOC works instead?

The origin of the problem was a setting in Adobe. (Edit-Preferences-Trust Manager-Change Settings-Allow All Web Sites).
So, the links now work in Adobe.
I had to make a similar setting change in Foxit, for the links to be activated also.
It was Foxit, that clued me in as to where the setting was in Adobe,"Trust Manager".
