Kemper going to performance 125 with an exclamation point as the name when going from tuner to perform

Occasionally I have noticed that when starting my Kemper and going from Tuner to Perform, it starts at Performance 125 and the name of the performance is:

!

rather than the actual name of that performance. Rig Manager isn't involved because I didn't have the USB hooked up. Anyone else seen that behavior?

It's looking like the issue is with Reaper sending a MIDI command to the Kemper, but I'm still investigating. I think it's most likely a Reaper problem and not a Kemper problem.

If I start Reaper with Tabs loaded that contain MIDI it is failing. If I start with Reaper empty it is fine. Still sounds like a Reaper problem and not a Kemper problem. Keeping this here though in case anyone else sees a similar issue.
