The rig buttons will allow you to activate a morph, either latching or momentary. You cannot turn effects on and off, but anything with a mix parameter can be set to operate pretty much the same way.
The stomp switches can be turned on/off momentarily if you press and hold.

You can make switches either latching or momentary but not dues function.
However, the bottom row of switches (for selecting rigs) can have a second tap function to trigger morphing. This is a very powerful feature which might allow you to accomplish what you need.
Also, the top switches I - IIII can have multiple effects assigned to each switch and these can be toggled as required. For example you could have a single switch turn on Chorus and Delay while also turning off Reverb.

Practically speaking, not with morph. You can alter as many parameters (with a range such as mix, gain, tone etc.) as you like with one push.
So morph doesn’t have to be done with an expression pedal sweeping from one sound to the other? It can simply be like toggling between two different scenes of that particular rig?
Yes. The default setting for the five Rig/Performance Slot switches is to load with the first tap, Morph with the second tap, and return to un-Morphed with the third tap.
