Me too stopped rating rigs - the actual system isn't able to present the real opinion of the voter.
Since RM I leach and leach and check the rigs later at the KPA, using the rating-option and fields of RM (only offline). -

Sorry again - one more thought:
Are you sure your USB-Hub in the faulty PC is working correct? Does it work proper with another USB-Devices (Stick or so)? - Sometimes the USB-Hubs/-Ports can blow-up at system boot when there are too "power-hungry" USB-devices connected.

Sorry, I don't come up with a solution but probably I got some hints (I'm running WIN7 64x). The following thoughts appeared here after reading your post:
- Did you try another USB-Port for the connection to the KPA?
- What about a WIN7-Update?
- Have you configured WIN7 manually by deactivating WIN-services or so?
- What about temporarly changing the connection from the fully functional pc to the faulty one and try to re-install drivers/RM?
- I was never asked to install .net 4.5. Are you sure this is urgent for RM (might have got it automaticly by another application)?
- I have got worse results with the manual installation of .net-packages (I hate this dirt, too bad that it's needed more and more). Are you sure the installation - if urgent - went properly?
- I suggest you buy an USB-expansion card giving you additional USB-ports you can use to connect to the KPA. Maybe that might solve your problem at very little costs (and the need of USB-ports is rising here continously).
- What about a deep WIN7-registry cleaning for the KPA-/RM-USB-Drivers and - if possible for your pc-environment - all registered USB-entries, too?
- Did you try to install an older version of the KPA-USB-drivers (if it exists, I'm not quiet sure here and now)?I hope you solve your problem soon - the computer-nerve is too ******, grrr.

Got the big BOSS-stuff, the most fat Line6-boards, two VOX-boards, a KPA and an AXE-FX.
Only the KPA and the Axe survived, can't live without one of it. Imo the rest is B-league-stuff (for studio-/recording-conditions).
Anyway +1000 for paults: Let the music do the talking!By the way: Several times till now I decide not to take part in such discussions no more - but somehow I can't escape myself ...

I used a little project-sub-mixer (Peavey 6-ch) and experimented with a lot of different mics (Sure SM57, Sennheiser MD421, plunger mics, ribbons, different condenser mics in the back) and pre-amps (valve/solid state) and feeded back the signal to the KPA (no eq-ing). For the fine tuning after the ufo-wharping in the profile process I only use single-coil or stacked single-coil pickups for more airy sounding profiles, even if I intend to make humbucker-profiles. After profiling I use the features of the KPA to tune the created profile. Imo the quality of profiling has dramatically improved since FW 2.0 up (or are we all doing so much better meanwhile?).

I'm just running the Rokit8 G3 giving a really fine defined bass-area compared to the Rokit6 G2 I used before.
Never wanna miss the KRK-stuff (incl. headphones!) -
Sorry, can't confirm your errors here. Sometimes it seems to me that not all charges of the KPA are made by the same quality. I'm running a nearly 2 years old toaster without amp and I'm happy with the last beta and release so far.
