For some reason Rig manager won't open anymore on my Win8 64bit PC. It was working fine but now I click to open and nothing. Task manager doesn't show it running.

Have you checked the Processes Tab in the Task Manager?
Sometimes win fails in killing the process along with the app: when you try and restart the app nothing happens.
In case you've not, check whether you see RigManager.exe among the running processes, and kill it: RM will restart when you launch it

Yes. And for some users, who don't have a clue how to do the task manager thing, simply restart your computer and try to run RM then. -

Press Ctrl+Shft+Esc, hit the second Tab (Processes), look for the entry, delete it if present. Done
You can also sort the first column by name if your list is long

If need, you can backup your database, (you can find it in /Users/<yourname>/AppData/Local) and uninstall/reinstall Rig Manager,
Then copy back your old "Kemper Amps" folder to get back all your database.

Well not really, I experienced many processes, which I was unable to kill through TM. Restart will always do the thing.
My post was meant as an supplement to yours. Not to oppose. -

True, sometimes processes will refuse to die. But this is different from "users who don't have a clue how to do the task manager thing": I just wanted to show that it's really easy and, in most cases, works flawlessly and is way faster than rebooting
