Hi, i can't seem to have the Kemper MIDI Clock synced with my Strymon Timeline : When i use Beat Scanner, the KPA doesn't seem to send any Tempo change to my Timeline ... so i am wondering, is that even possible ?

According to the 5.1 Reference Manual (downloadable from the Kemper Website):
The Profiler can send MIDI clock via its MIDI OUT to sync other devices. This feature needs to be activated in theSystem Settings. If MIDI THRU is used as an auxiliary MIDI output, MIDI clock is also funneled to MIDI THRU.

Yes i know, yet i does not sync the tempo changes to the TimeLine anyway

Check with Kemper Support, to see if Beat Scanner tempo is transmitted.

As Paults has pointed out you need to activate "Send MIDI Clock" in the System Settings globally.
Second condition is that the Rig currently loaded has Tempo enabled. This is a setting in the Rig Settings. As soon as you hit a Tap Button Tempo gets enabled as a consequence. But if you want to have Tempo enabled as soon as you load a Rig you should store it with Tempo enabled and the intended initial bpm.
Under those two conditions the Profiler sends MIDI Clock on its MIDI OUT, constantly. You can verify this with a cheap MIDI/USB interface and a freeware like MIDI-OX.
If you want to send MIDI Clock via the MIDI THRU there is another condition: You need to select the MIDI THRU as a MIDI port for an external device to be connected via MIDI. You do that in the System Settings on page "Perform Mode: MIDI" with Soft Button 1 and 2. This page is only visible, if you enter the System Settings from Performance Mode.
If the TimeLine still doesn't follow, I would first verify with MIDI-OX and then contact Stymon support as appropriate.
