Maybe is an stupid answer, maybe not. But if the tempo is not activated in the delay preset you have not tap tempo because is in milliseconds. Just turn it on

Just to clarify: Tempo is enabled and disabled for the whole Rig, consequently in Rig Settings. Pushing one of the TAP buttons on PROFILER front panel or PROFILER Remote does the job as well and enables Tempo for the Rig.
If Rig Tempo is enabled, you can decide within a delay effect, if that delay should follow Rig Tempo (times set in note values) or not (times set in milliseconds). That is what the option "To Tempo" does in the delay settings.
