Someone else created them. They are +12, -12, +24, -24 pedal controlled whammy effects.
Here is a sound clip of a multi-voiced pedal steel effect (also available on the Rig Exchange).

Thanks! There are several other Kemper FX examples on my Soundcloud page - I've used the internal effects to make some Shimmer, Talkbox, keyboard and synth sounds. The rigs for these sounds, and and several additional FX and synth sounds are on the Rig Exchange.
