You only need permission to do a cover song if you want to earn royalties from it and be credited as doing the arrangement. 
At least that's what they told me at NCB when I called them about our bands Sepultura cover.
The other pack includes the EVH and the tubes weren't "old" those were stock as you would buy if you had a 5150II off the shelf. I spent a fair bit of money re-tubing it with some of the highest quality tubes. The difference was pretty evident so I thought people might like to have a premium tubed 5150 II version with just a few profiles like the original EVH pack I did.
Let me assure you that both packs are well worth the money!

Cool Profiles. I´m a little Fanboy of James´ Profiles. The new one´s seem to have a less harsh, creamier Topend and sound a little fatter in the lower department. Still experimenting.
