I love the way the noise gate in the input section works.
But i keep it locked to use it gobally if ther is some noise because of radiation or something else.
( at home i have it az zero, but at rehersal i have to turn it on a bit).
So it would be great to chose it as a noise gate in the stomps section when using high gain sounds.

I have to change the settings of the input noise gate depending on the location.
at home i don't need it. at rehersal i have to use it even for clean sounds.
there are olnly some high gain sounds where i use a gate as Stomp and it would be nice to have one that behaves like the input gate. -
You could unlock it at home and use the settings stored by Rig.
And - if needed - set it according to special gig environments and lock it during the gig.
The only downside is, when you edit Rigs and store these during a gig and while Input Noise Gate is locked as you are capturing its level in the Rig.

But then i have to bring it up to fit the high gain Sounds what will be far too much for the clean Sounds.
I think your Solution is quite ok, but i would prefer the stomp.
