If you lock an effect or any feature for that matter they will be on all the time. I do this with Wah in slot A so its on for every sound I select live

But now I have them all assigned to my slots (across 4 performances) I could unlock them and they would have all the characteristics as I set them, they would just not stay on when I switch slots - as my slots will have been saved with all the stomps off?

From your original post, it looks like you're just using Lock as a convenient way to not set up your stomps in every performance bank. If it helps, you can hold Stomps to make it blink and then use Copy to take all of them at once, switch to a new patch, paste, and save the performance. The downside is that if you change your OD settings on one slot, you have to copy it through all of them.
