Tagging someone means that the post/thread will show up in their watched threads feed
If you type "@" followed by the first letters of someone's username while writing a post, an autocomplete list should come up. You can then select the correct username to insert a clickable "tag" into your post that links to the user's profile. Like this: @Monkey_Man.
As you can see, the tagged user gets a notification, which is the main reason to use this feature. It's like: "Hey, someone's talking to/about you over here, come join the conversation."
If you don't get the autocomplete list (it doesn't seem to work on mobile for me), just put the username between single quote marks (preceded by the "@").
... and sometimes it takes a little while before the list of user names turns up @Monkey_Man

What I still don't get is exactly why folks do this tagging thing. I mean, they (the tags) just seem to show up in sentences that seem unexceptional for all intents and purposes... to an ape...

I feel like we'd be creating all sorts of unnecessary cross-dressin'... I mean, cross-referencin' mayhem within the bowels of the forum. Not that there's such a thing as necessary cross-referencin' mayhem, but you know what I mean...
I'm gonna hold off on doing it for now... at least 'till I fully understand the reasoning behind and implications of it.

Well, I use it if there's something I'd like to draw to a given user's attention who hasn't been active in that particular thread. That way, they'll get a notification.

My confusion arose because, as I said, folks seemed to be splashin' (spraying?) tags around like confetti. Well, not quite, but I s'pose I could well have missed the poignance of the references due to lack of insider info, so to speak. Thank you for clarifying that, Sammy!
Now, MentaL... I hope you realise that those holes in my tag were caused by flyin' poop; 'tis the simian way to desecrate property... and anything else deemed poo-worthy. Just sayin'. No idea how you found that pic; you must have a contact in Jungleville or indeed have visited at some point. Pity the snapshot was taken after the damage was done.
