As a default, the delay IA on the X3 turns off the reverb on the KPA!
Yes, that's exactly it. The fact that the delay switch turns off the reverb tells us that the X3 sends MIDI CCs like you want.
Unfortunately I have never looked into the X3 in such detail so I can't help you but you can probably find this info in the manual for the X3.

Unfortunately, I don't think you have the ability to reassign the IAs to shoot different CC messages to the Kemper - they are what they are. If anyone has any ideas, I would appreciate the help. I don't want to use the MFC since I have it working perfectly with my Axe and don't want to screw it up and don't want to buy another midi board. I guess ill just wait for the KPA midi controller.

JAxeline app that runs on OSX is a "front end" for configuring a custom Arduino MCU board that translates Line6 FBV NRPN commands into MIDI CC# message to control the Kemper.

This is the configuration software for the FBV - KPA converter. You can load a backup file into the FBV so have Presetnames, Effectstates synced etc.

Please be aware that this is currently a so called offline solution. Every change in the KPA needs a new synchronization with the micro controller.
If you'd like to get access to the source code please send me a message. But I am not able to support you in technical questions regarding the hardware-interface - maybe mDan can post the schematics for the hardware here. I will not build more hardware-interfaces and/or housings.Please don't hesitate to send me questions regarding the source code but don't send requests regarding the hardware. Thanks.

Actually the FBV uses a Line 6 proprietary protocoll, but FBV + scope = win
