Should I:
A. Buy a Powerhead and unpowered Kabinet?
B. Buy unpowered head and run into tube power amp > unpowered cab?

Option A is fine but following option ...
C. Unpowered Pofiler and Powered Kabinet
is better than your option B in my view.
A tube power amp will color the sound and is not at all what the KPA or the Kabinet/Kone was designed for.
The powered Kabinet uses a class D amp, the same type as the Powerhead.
Option A will give you what you want, as well as the flexibility to plug into different cabinets.

I have option A and I am perfectly satisfied with that. In my studio, I have the kabinet behind me (acting like a stage amp) and kemper outputs to studio monitors (acting like FOH). Plus you get to use the speaker imprints with a kabinet. Can't do that with regular cab.

This is the exact setup I am imagining.

Good point.

Option A it is!
I tend to like the sound of a tube poweramp. Even though there is colouring, I don't think that's a bag thing with the Kemper.
For practical reasons I mostly use a Palmer 501 as poweramp or a Yamaha dxr12. Soundwise I'd go with a tube poweramp.
If you add a tube poweramp, sort of defeats the object for me. Adds more colour and the unpredictability aspect blah blah. Also adds to the transporting impact etc.
I run a Powerhead and Kabinet and very happy with that. If you are gigging I'd defo say Powerhead for ease. The other advantage is at festivals I can just plug into any cab, albeit I don't get the benefit of the Kabinet but I have the flexibility.
I've had a power rack ran into my standard 4x12 Marshall Cab and I love it. Cant say I've ever been disappointed with it.
