The "welfare" part is for low income who justifiably pay low or no taxes. What's really hurting is the Middle Class paying high taxes but getting little benefit from the Social Safety net, unless you are disabled or of retirement age.
You can literally go bankrupt and lose your house owing medical bills pushing you to the bottom.
The argument is this middle class needs the tax relief to sustain themselves, or be propped by welfare to be insulated from bankruptcy, and there you have your political ends.
