when a Kemper is out of reach

Yamaha THR10x and the rest of that range are cool for getting a good sound at low volumes

If you know about the great sound, feel and features of the Kemper - you may even waste more money by buying and selling other stuff.

Maybe a used Kemper?
Selling other stuff e.g. on eBay.
Or saving some more month (I know this is not modern - but a good way).

A used ULTRA with fremen banks loaded (ask him, for free, or I may still have them) is to me the next best thing.

It's much better than the 11R. Some who do like the 11R bought the expansion pack. Other love the HD500, but that's more folks who gig.

Can't go wrong with an ULTRA. Short of that, try an AXE FX standard (came before the ULTRA) as that is also better than the 11R an a tad cheaper than the ULTRA.

I would wait and check the coming soon "Atomic studio devil" which could be somewhere between $600 and $1000. There is a lot of discussions about this promising new product on TGP. Atomic is a very serious player for the amplification part in the guitar digital world (CLR) so it will be most probably a very interesting product.

If you own and iPAD , Bias app for amps is very good , add
Jamup Pro for effects and you have a very good temporary measure until you can get a Kemper. Just make sure you get a 24 bit interface like iRig Pro to connect to iPad.

Line 6 has new one out... Amplifi, I think the name is, that looks pretty cool.

As for the Line 6 Amplifi:
I own one and while it's good it certainly is no serious contender. Not roadworthy, too.

If you're interested in in the Yamaha THR 10, you could also check out the BOSS js 10 (e-band).
The js 10 has speaker out for external speakers.

I have the older version js 8 and I'm very pleased with it. Very handy practice device ( metroneome, recording, slowdownb function) although I'm also interested in "upgrading" to a Kemper.

Ps : the demo's from Boss are very, very, very bad in my opinion buit in reality the js 8/10 is much more versatile and better sounding.

Yup, BIAS is pretty good. You can also switch off the cab to use it with a poweramp and cab.

These days a used iPad isn't that expensive. I have an iPad 2 with the JamUp plug. There is slight latency, you will notice it. I haven't tried those HD interfaces, or USB interfaces with the iPad but I heard that latency on those is minimal.

I like S-Gear.

So there are really two questions here:

1) What to purchase in a lower price category? I'd suggest an HD500X, used or new.

2) What sound amplification to use for low volume? Unfortunately, I think you need to spend money here... IME, the active CLR is the best I've ever used at low volumes. And I recently tried my HD500 through the CLR and it sounds pretty darn good (make sure to use the HD500's Studio/Direct system output setting and don't use the "Pre" models because you need the cab sims to be enabled). You could also try a PE60 instead of a CLR; many people like them and say they've had good results with them.
